The Korean government concerns that shortage of world energy resources occurs due to extreme want of energy in India, China, and other rapid growing countries. Also, the energy and economy research institute stresses the need of a fundamental government effort to change energy policy from an energy consuming pattern to an advanced saving pattern. Korea have already gotten into a consuming pattern of automobile culture. As a result of that, gas consumption on automobile, noise and air pollution due to exhausted gas from automobile, size of automobile that estimates the value, and other concomitant problems arise as social issues.
